This technically isn't true. If an attack hits a lvl 1 wizard and a lvl 20 barbarian for 8 damage + 1d6 persistent bleed then healing them from that is nearly exactly the same amount of HP. The wizard is only "easier" to stop bleeding if the bleeding knocked him to 0 and dying and not the barbarian. Otherwise, its the same amount of healing.
